Global options for this are in Journal > Skins > Edit > Global > Collapse Content...

Additionally, there are individual options per tab module in Journal > Product Extras > Product Tabs > [Your Tab] > Content > Collapse Content... 

Same for the Blocks module in Journal > Modules > Blocks > [Your module] > Item > Content > Collapse Content.
